On September 25th, a "feast" on 3D printing began in southern Fujian. Co-sponsored by the China Medical Device Industry Association, the CCID Research Institute of the Ministry of Industry and Information Technology, and the People’s Government of Weinan City, the 3D Printing and Biomedical Device Industrialization Promotion Conference was held at the Gaonan High-tech Zone. The event brought together officials from the Ministry of Industry and Information Technology, the State Food and Drug Administration, the Ministry of Science and Technology, the Health and Welfare Commission, the Shaanxi Provincial Government, leading companies in the 3D printing and biomedical fields, medical institutions, and universities. They delivered keynote speeches, engaged in high-level dialogues, and participated in exhibitions and cooperation exchanges to discuss the development of 3D printing and biomedical device industrialization.
“The 18th Party Congress sounded a national strategy horn driven by innovation. We are closely following the policy pace and exploring how to build our own core advantages in high-tech zones across more than 100 countries,†said a representative from the Gaonan High-tech Zone Management Committee. Facing opportunities and challenges, the Weinan Municipal Party Committee and Government have focused on the 3D printing industry, known as a world-class frontier industry. “Developing new strategically emerging industries based on new materials and striving to develop the 3D printing industry is an important measure to achieve this goal. We will do our best to realize it,†said Xu Xinrong, Secretary of the Municipal Party Committee.
3D printing, also known as “additive manufacturing†technology, is a rapid prototyping technique that uses digital model files, powdery metal or plastics, and other adhesive materials to build objects layer by layer. It is a major achievement in the global manufacturing sector and is hailed as bringing about the “third industrial revolution.†In short, 3D printing is like a magic pen—what you want, you can print out. “I think, that is, I become.â€
Why Gannan Can Lead the 3D Printing Movement?
The industrialization of 3D printing in China is still in its early stages, with no complete industrial development model yet formed. The application fields need expansion. Plans to build the largest new energy and new material industrial cluster in eastern Shaanxi provide a material foundation for 3D printing development. With several vocational colleges like Luannan Vocational and Technical College and Weinan Technical College, it can supply high-quality technical workers for the 3D printing industry. The Gannan National Hi-tech Zone, carrying the 3D printing industry, is currently in a period of rapid development, with large industrial space and potential, good ecological trends, strong production support, and easy integration of advantageous resources. The 3D printing industry is being cultivated and developed as a core industry.
People and power: Drive the economic transformation ship with collective effort. As the integration strategy of Xiqiao advances, Shaanxi's rich science and education resources pour into southern Fujian. Institutions like Xi'an Jiaotong University, Northwestern Polytechnical University, and the Northwest Institute of Nonferrous Metals are the pioneers of Shaanxi's 3D printing research. Weizheng Jun, mayor of Weinan City, said: “We are committed to developing the 3D printing industry and strive to make southern Fujian a pilot station, incubator, and gathering place for additive manufacturing. This is our strategic position and inevitable choice to break away from the path dependence of traditional industries and achieve leapfrog development.â€
The “6+1†Development Strategy Achieves Initial Results
In June 2013, the “International Symposium on New Industrial Revolution and Additive Manufacturing†and “International Exhibition on 3D Printing†held in Beijing already featured “Fengnan Face.†In November of the same year, the “Additive Manufacturing (3D Printing) Industrialization Promotion Conference†co-sponsored by the People’s Government of Weinan City and the China Electronic Information Industry Development Research Institute was held in the National High-tech Zone of South Fujian. Less than ten days after the meeting, the Weinan National New Material High-tech Industrial Base was approved by the Ministry of Science and Technology.
Scientific and meticulous research and preparation for the development of the 3D printing industry in Weinan Hi-tech Zone should not be underestimated.
How does Gaonan High-tech Zone specifically do? It is the development of intensive farming 3D printing industry and the construction of the “6+1†development strategy for 3D printing. What is the 3D printing “6+1†development strategy? Zhou Qingwen, Secretary of the Party Committee of the High-tech Zone Party Committee, said: “We will focus on innovation and technology chain, improve the capital chain, improve the service chain, train the industrial chain, and build a ‘6+1’ development strategyâ€, that is, building a first-class collaborative innovation research system, diversified support systems for investment and financing, space support systems for various formats, attractive policies and humanistic care systems, multi-level support system for innovative talents, all-round cooperation and co-construction system, building a domestic first-class 3D printing industry base.
Collaborative innovation research system. Currently, it has cooperated with Northwestern Polytechnical University to establish the “Shaanxi Additives Manufacturing (3D Printing) Collaborative Innovation Research Institute,†planning and constructing 8-10 engineering research centers for aerospace, biomedical and other industries; and cooperating with Xi’an Jiaotong University, Sharing the platform resources of the “Rapid Manufacturing National Engineering Research Center†and establishing 8 industrial application demonstration platforms such as 3D printing design inspection.
Investment and financing support system. Established a 100 million yuan 3D printing industry government guidance fund. Established the nation’s first 3D printing venture capital fund, with the initial scale of RMB 250 million. Establish investment and financing guarantee agencies to provide financial services for the 3D printing industry.
Space bearing system. High-tech Zone revolves around 3D printing technology R&D and demonstration applications. The first phase is to build a 400-acre start-up area, and plans to build a 1000-mu-growth area. It will focus on cultivating the 3D printing industry, developing digital “innovation†product applications, innovation and entrepreneurship incubation, and 3D printing project manufacturing and manufacturing. On November 25, 2013, the Ministry of Science and Technology approved Gaonan High-tech Zone as the national new material high-tech industrialization base, and focused on supporting the research and development of 3D printing materials. The 3D printing industry development co-construction agreement was signed with the CCID Research Institute of the Ministry of Industry and Information Technology. The National Development and Reform Commission and the Ministry of Finance approved the establishment of the nation’s first 3D printing venture capital fund. Shaanxi Province has designated Gannan High-tech Zone as the province's 3D printing industry base. The Weinan municipal party committee and municipal government cited the power of the whole city to support the construction of the 3D printing industry training base in the Weinan Hi-tech Zone.
Technology leads innovation, and innovation drives development. Through the advancement of 3D printing and the industrialization of biomedical devices, China is now taking the position of being located in the center of China's geometric layout to the forefront of science and technology in the world, and will inevitably drive the transformation and upgrading of the industrial structure in Weinan City.
