In 1995, the total output value of China's instrumentation industry was about 23.7 billion yuan; in 2007, the total output value reached 251.7 billion yuan, an increase of nearly 10 times over 12 years ago.

Although the instrumentation industry has developed rapidly, the gap with foreign countries is still large. It is reflected in the slow progress in technological innovation and industrialization; the lack of key core technologies, the low-level repetition is unusually outstanding; the product stability and reliability cannot be obtained for a long time. Fundamental solution; a large number of imports have a greater adverse impact on industrial development.

With the development of the national economy and high-tech industries, modern instrumentation technology has become a strategic demand in China. It is recommended that by 2020, colleges and research institutes should be the main body to strengthen personnel training and common basic research in related fields; from 2021 to 2030, enterprises should be the main body, and based on common technical research, the national economy and scientific research should be carried out Development of large-scale precision analysis instruments with different performance indicators and characteristics, industrialization; by 2030, development of quantum measurement standards and traceability, high-end sensors and core technologies, precision measurement instruments in high-end manufacturing, life medical and food hygiene instruments It has reached the international advanced level in research and development, and is leading in some fields in the world. It has the ability to mass-produce large-scale high-precision low-end precision analytical instruments.

From the perspective of the medium- and long-term development strategy of technology, in terms of quantum measurement standards and traceability, China's quantum standards in the fields of time frequency, length, electricity and other fields have achieved gratifying results. During the "Twelfth Five-Year Plan" period, we should further start the work of quantum measurement standards with relatively weak foundations, and strive to achieve usable results for the new quantum measurement standards by 2020; by 2030, complete the quantum measurement standards in China.

In terms of high-end sensors and core technologies, during the "Twelfth Five-Year Plan" period, key technologies for high-end sensors such as high precision, high sensitivity, high stability, high reliability, low power consumption, and low cost must be broken through. By 2020, focus on breakthroughs in the key technologies of sensor miniaturization, bionic smart sensors, wireless communication and networking information perception systems. Strive to achieve industrialization of high-end sensors by 2030.

In terms of precision measuring instruments in high-end manufacturing, we need to systematically research and develop precision measuring instruments and equipment that meet the characteristics and application requirements of modern manufacturing in a relatively short period of 5 to 10 years, and break through the limitations of China's high-end manufacturing level. A batch of precision measurement core technology and processing, manufacturing and assembly processes have achieved the localization of high-end measuring instruments and equipment, reaching the world's advanced level. By 2030, establish a research and innovation system for precision measurement technology in China's high-end manufacturing industry with independent characteristics.

In terms of life medicine and food hygiene instruments, during the "Twelfth Five-Year Plan" period, breakthroughs were made in health index monitoring, rehabilitation and other technologies to improve the food safety standard system. By 2020, realize the family, automation, intelligence, standardization, personalization and small portability of conventional health monitoring instruments, and build a distributed small community health monitoring network platform. Solve the development of rapid detection equipment for food additives, pathogenic microorganisms, etc., and develop the inspection technology and equipment development of non-component foreign bodies in food. By 2030, realize the medical and food information network, build a regional and national health network; realize the standardization of medical testing equipment and food hygiene instruments.
